Dear Neighbor,

Once again it is time to renew your annual membership for the East Norwich Civic Association. I hope you will join this year if you have never joined the ENCA. As most of you know, we have discussed the possibility of incorporating East Norwich as a village. The meeting that was held on this issue in November 2003 brought our various opinions, pro, con, undecided; and the overwhelming majority of residents wanted to know more. It is for this reason that I invite all of you; those who are for incorporation, those who are against and those who are undecided to join our association and help us research the pros and cons.

How can you help? Listed below are the issues relative to incorporation which need to be considered by our EN incorporation subcommittee Forum consisting of resident volunteers who will sign up to research the following:

  1. Road
  2. Budget Review
  3. Timeline
  4. Mets and Bounds
  5. Police Service
  6. Tax Study/Services
  7. CHIP - Consolidated Highway improvement Program
  8. Statistics Study
  9. MS Power Point Presentation
  10. Village Court

Your findings in these areas will be shared with fellow residents. By working in small specialized groups we can come together and reach an educated, informed decision as to whether incorporation would be beneficial for our hamlet. You can choose the area you would like to research in two ways:

bullet Sign up here on our website.
bullet Indicate your choice of topic on your mail-in membership form.

Please be assured that participation in the fact- finding process will not involve an inordinate amount of time and you will have help from other residents.

I encourage everyone to check this site frequently. In this way we will be able to alert you concerning issues of importance to your community, such as proposed new building, zoning changes, etc. The web site also gives you the opportunity to inform us of your concerns and opinions.

I would like to thank everyone for your support of the ENCA and encourage your continued participation; as I also look forward to welcome many new members at our next meeting.
